About Us
The Ethiopian Overseas Employment Agencies Federation (EOEAF) is a unique umbrella organization for over Six Hundred member Agencies that accounts for 98% of Ethiopian national recruitment abroad. The EOEAF was established on 20 January 2020 bringing together three private employment associations set up to promote employment opportunities abroad for Ethiopian workers with the theme of “Unity for citizen’s security”. The EOEAF works closely with the Government of Ethiopia in introducing key reforms in the overseas employment sector while at the same time supporting its member agencies fully comply with international and national labor laws. It also introduces fair and ethical recruitment in order to find more employment opportunities abroad, and promote and safeguard the rights, safety, and dignity of migrant workers at all stages of the migration process. The federation also strives to open new labor corridors through negotiated agreements with international counterparts to expand business opportunities for its member in order to sustain their operations.

The mission of the Federation is to ensure that service delivery in the sector is always compliant with national legislation and International Labor Organization (ILO) general principles and operational guidelines. Furthermore, it seeks to open new labor business channels and negotiate agreements with destination countries to create more employment opportunities for citizens seeking overseas employment. Lastly, the Federation works to provide capacity-building expertise and awareness-raising training for its member agencies.

Our major accomplishments
•The federation has played an active role and made significant contributions to the government's policy-making efforts to enhance labor migration governance, including developing new laws and revising existing procedures.
•The federation has had a major impact on labor migration, particularly in safeguarding the rights, safety, and dignity of migrant workers throughout the migration process. Additionally, it has negotiated agreements with international counterparts to open up business opportunities for its members and create employment opportunities abroad for thousands of citizens.
•The federation is working closely with the government to improve the labor migration governance in the country by leveraging technology and modernizing service delivery. This includes establishing legal frameworks, strengthening institutional capacities, and streamlining processes to reduce illegal practices and bureaucratic hurdles. The goal is to create a more favorable environment for migrant workers.
•The federation has developed and adopted a code of conduct for private overseas employment agencies to enhance their credibility, create a decent working environment, and promote transparent business practices. This code of conduct, developed in partnership with the International Labor Organization, has been translated into Amharic and distributed to over 300 agencies. It complements the existing legal instruments in the sector.
•To address the capacity and awareness needs of private overseas employment agencies, our federation has collaborated with ILO and IOM to provide training on the legal frameworks of overseas employment. Over 300 agencies have received this training in 6 rounds, aimed at building their capacities and increasing their awareness.
• The EOEAF in cooperation with IOM and Netherland’s government COMPASS project has published a 51 page ToT (Training of Trainers) document in Amharic which focused on raising awareness of potential migrants on pre departure and Arabic communication. So far, this document has been distributed for more than 50 trainees drawn from private recruitment agencies and government vocational institutions after training sessions
